Message from Superintendent Michael J. Burke

The FY23-FY27 Strategic Technology Plan enlightens and informs the important role technology plays
in our District to provide effective operations, teaching and learning, in addition to measuring
performance and compliance. This plan will assist and support the upcoming overall District Strategic
Plan in critical objectives, including Educational Equity, Accelerating Student Learning, School Safety,
and Student Wellness goals. The previous Strategic Technology Plan helped our progress towards the
long-term goal of performing at a high level of academic success by leveraging relevant technology -
this plan builds and extends those capabilities. As we embrace our new Strategic theme to “Educate!
Affirm! Inspire!” in all areas of our mission, I’m confident that this plan will provide the technology
framework that propels us into the next phase of academic success.

The ongoing challenges presented by the COVID-19
pandemic, now entering its third year, continues to
impact students, staff, and the community. The District
had to be extremely creative to continue delivering
teaching and learning in an online, in-person, and
hybrid approach. The plans we had developed and
processes made this unprecedented challenge more
manageable, due to our robust technology
infrastructure, past strategic plans, and progress
towards 1:1 devices for students in previous years.
I’m pleased to report that we were able to meet that
milestone in 2021, well ahead of schedule.

The necessary move to remote teaching and learning
in 2020 also highlighted the lack of access to
high-speed internet access at home for many of our
students and families, which presented the
opportunity for private/public partnerships to address
and mitigate the Digital Divide in a real and
substantial manner. By leveraging Early Childhood
Literacy platforms and strategies, we can provide the
foundational skills that lead to later academic
success. The past investments in applications,
technology infrastructure, and security also allowed us to pivot to remote work for many departments,
with little or no loss in productivity.

By employing cutting-edge technologies like machine learning, artificial intelligence, and predictive
analysis, we can better identify opportunities for early intervention, employ proven strategies for
remediation and chart our progress towards goals with more sophisticated and data-rich platforms. We
can also provide technology-driven professional development opportunities to our teachers and staff to
help them deliver transformative experiences in the classroom.

Becoming Superintendent of the 10th largest District in the nation in the middle of a pandemic
presented obstacles and difficult decisions beyond my imagination. Collectively, we have responded to
these challenges in a careful and considerate manner. I look forward to leading the District out of these
uncertain times into a bright future of academic achievement, educational equity, and personal growth
and wellness for all of our students. I’m confident that all of our goals are achievable when we work
together. This Strategic Technology Plan, in conjunction with our overall District Strategic Plan will
boost and build on the progress we’ve made, helping us face the challenges of supporting a robust,
secure, and available technology framework that supports our core business needs and educational
             goals.
