Playground Safety
District playgrounds were closed for the majority of the 2020-2021 school year due to COVID-19 pandemic
social distancing concerns. Playgrounds are designed to promote social interaction by users and schools
have a large number of users on a playground during any use cycle. Therefore, in an abundance of caution
the playgrounds were closed to help prevent the spread of COVID-19 among students. In FY21, referendum
projects for new surfacing and replacement of older playground continued. Risk Management continues
to audit new playgrounds for compliance with standards and guidelines, and inspect existing playground
for hazards. Playgrounds receive two types of inspections yearly. High Frequency Inspections are done by
school staff and do not require special training. The staff member looks for obvious issues and reports any
problems on the District’s Instructional/Play Area – Inspection Worksheet (PBSD 1363). Risk Management does
a more comprehensive inspection on an annual basis (Low Frequency Inspection) and reports findings on an
inspection form that are submitted to the Department of Maintenance and Plant Operations for correction of
any hazards or standards violations.
Automatic External Defibrillator (AED) Program
The District will be switching to a new brand of AEDs. ZOLL Medical Corporation bought out Cardiac Science
Corporation and the Powerheart G-3 AED that the District was currently using will no longer be manufactured.
The new model will still be fully automatic meaning that the unit will issue a charge if needed after the
responder attaches the electrodes to the victim.
Risk Management will be replacing over 400 older Cardiac Science units with new ZOLL AED-3 models in
FY21 and FY22. We are also hoping to start using a new updated software program for tracking inventory and
pad and battery exasperation. Risk Management has been the AED supplier of pads and batteries directly
through school contacts or the Department’s Safety Technicians. Training on the new units and software will
be forthcoming.
Two new laws passed by Florida’s Governor Ron DeSantis involve the use of AEDs in FY21.
The Zackary Martin Act law took effect on June 1, 2021. It mandated strict monitoring of outdoor temperatures
and requires equipment to treat high school athletes that may be suffering from Heat Related Illnesses. The
law requires an AED be available at all sporting events and practices. The District has supplied an additional
two (2) AEDs to High School Athletic programs.
The First Aid Training in Public School law took effect on July 1, 2021. It required that all 9 and 11 graders

receive First Aid and CPR – AED training. The District will be purchasing AED trainers for these classes. The
trainers are made especially for classes and mimic the operation for the regular AEDs. Staff should never take
an AED out of its cabinet for training purposes.
