Instructional Personnel Evaluations
The Instructional Personnel Evaluation Model (Palm Beach Model of Instruction) was carefully selected by a District
committee, the Classroom Teachers Association (CTA), and school-based representatives. This model, rooted in the
methodologies of Dr. Robert J. Marzano and Instructional Empowerment, is founded on the belief that all employees can
enhance their practice, regardless of their current performance level.
The model aims to cultivate the most proficient staff by identifying their strengths and areas for improvement. By doing
so, the model enables us to offer tailored support, helping them reach their full potential and fostering a rewarding career
within our District.
For traditional instructional roles, the Palm Beach Model of Instruction encompasses 22 elements, categorized into
four domains: Standards-Based Planning, Standards-Based Instruction, Conditions for Learning, and Professional
Responsibilities. For those in non-traditional instructional roles, there are 16 elements organized into four domains:
Planning and Preparing to Provide Support, Supporting Student Achievement, Continuous Improvement of Professional
Practice, and Professional Responsibilities.
Upon joining the District, instructional personnel are trained on the model. This training equips them with the necessary
knowledge and skills to leverage the instructional model, enhancing their instructional abilities, refining their practice, and
delivering high-quality instruction to all students. In FY24, 1,778 new instructional personnel received training facilitated
through various channels such as New Employee Orientation, iObservation Academy, school-site training conducted by the
school’s leadership team members, the Educator Support Program, and dedicated on-site Marzano Liaisons.
In addition, supervisors of instructional personnel receive Observer Calibration training at the onset of their roles. This
training offers supervisors an evaluator’s perspective of the Instructional Personnel Evaluation Model, aiding them in
identifying their employees’ strengths and areas for growth. In FY24, 80 new and aspiring leaders were trained on utilizing
the model to evaluate instructional personnel under their supervision, ensuring a seamless transition into their new roles
at the school sites.
