Finance Division Accolades and Accomplishments


        Accounting Department
        The  Accounting  Services  Department  received  the  Government  Finance  Officers  Association  (GFOA)  Certificate  of
        Achievement for Excellence in Financial Reporting for the last 32 consecutive years and the Association of School Business
        Officials (ASBO) Certificate of Excellence in Financial Reporting for 26 consecutive years.
        Budget Department
        The Budget Department received the Association of School Business Officials (ASBO) Meritorious Budget Award for the last
        six consecutive years and the Government Finance Officers Association (GFOA) Best Practices in School District Budgeting
        for 21 consecutive years.

        Enterprise Resource Planning and Payroll Departments
        In FY23, the Online Absence Management application was made available to all District employees. This application allows
        employees to request an absence directly in PeopleSoft Self-Service. These absences are posted directly on the employee’s
        timesheet in PeopleSoft and provide efficiency for all District employees.

        The PeopleTools technical upgrade was completed successfully and met the target date. A new streamlined testing
        methodology compressed the project timeline and saved users hundreds of hours on user acceptance tests. The Enterprise
        Resource Planning (ERP) team also made various enhancements to the PeopleSoft system to aid HR in completing the
        hiring process more efficiently.

        Purchasing Department
        The National Cooperative Procurement Partners, part of the Florida Association of Public Procurement Officials, presented
        the “Above and Beyond” award to the Director of Purchasing for strategic sourcing efforts and rising to the challenges
        during the COVID-19 pandemic.
        The Florida Legislature increased the maximum dollar amount for projects and studies classified as continuing contracts
        under the Consultants Competitive Negotiation Act (CCNA), and the Construction Purchasing Department solicited new
        proposals to take advantage of the increased thresholds and to decrease overall project timelines for projects that qualify
        as CCNA. The School Board approved the Design & Construction Management at Risk Services award under continuing
        contracts  totaling  $111  million.  Eighteen  of  the  twenty-six  firms  awarded,  or  69%,  are  School  District  Certified  Small
        Business Enterprise (SBE) vendors.

        In  addition,  Construction  Purchasing  went  out  to  bid  and  awarded  nearly  $19  million  for  Design  Services  contracts.
        Twenty-three of the twenty-nine firms awarded, or 79%, are School District Certified SBE vendors. Contract awards for
        Construction Management at Risk Services totaled nearly $244 million, and of those contracts, six of the fifteen firms
        awarded, or 40%, are School District Certified SBE vendors.


        Risk & Benefits Management Department
        The American Heart Association (AHA) recognized the School District of Palm Beach County as a “2022 Gold Level
        Workforce Well-Being” employer for successfully implementing a quality workforce health and wellness program. The AHA
        developed this scorecard-based recognition program to help employers evaluate the culture of health and wellness within
        their workforces to identify gaps and determine how their progress stacks up against peer organizations. According to the
        AHA, studies have shown that workforce health and wellness programs that are well-designed, fully implemented, and
        rigorously evaluated can lead to better employee health, productivity, and retention. The District shares its Gold Status
        ranking with other large school districts including Hillsborough, Duval, Nashville Metro, and private sector employers,
        including The Breakers, Johnson & Johnson, and Delta Airlines.
