Market Driven Procurement Procedures
The construction industry faces extraordinary challenges, including material shortages, escalating costs, and significant
delays in obtaining necessary supplies. In response to these market conditions, the Purchasing, Facilities Construction, and
Building Code Services Departments collaborated to address these issues, minimize disruptions, and ensure the successful
execution of projects.
A proactive approach was taken by diligently tracking all escalation costs and schedule impacts rather than simply
accepting what the market dictates. Specific procedures were implemented to minimize adverse effects, including
establishing Guaranteed Maximum Prices early, pre-ordering items with long lead times, and securing pricing to prevent
further fluctuations. Due to these new strategies, most construction projects are completed within their designated
timeframes.

Non-Instructional Professional Development
Professional learning opportunities for non-instructional employees continued to expand throughout FY23. This included
implementing feedback from non-instructional employees to establish new training sessions designed to support employees’
professional needs.
An increase in department partnerships ensured the development of the Non-Instructional Support Skills Training Series
which provided employees with high-quality and relevant professional learning experiences. The department offered 462
non-instructional classes aligned to the District’s Strategic Plan with more than 3,000 enrolled employees in these classes.
