Professional Development and eLearning Management System
The eLearning Management System (eLearning) contains all of the District’s course offerings in one centralized location.
This system enables instructors to provide a training framework, monitor implementation, provide feedback, award
incentive credit for participants, and plan for the next steps in training needs.
Currently, 2,132 active eLearning instructors span across schools and the District. Approximately 200 new instructors
are trained each year on how to manage and support courses, and how courses align with Florida’s Professional
Learning Standards.
The utilization of this system ensures that teachers, administrators, and non-instructional staff have access to job-embedded
professional development (PD) that directly relates to their instructional and job-skill needs.
Each course is designed to incorporate evidence of implementation and student growth samples when instructional
strategies are a part of the course. This evidence further allows for evaluating pedagogical strengths and weaknesses,
enabling District and school-based professional developers to adapt what PD is provided throughout the year. In FY23, a
total of 35,282 points were available for teacher recertification and non-instructional incentives.
FY23 eLearning offerings and PD data:
• 3,255 instructional and pedagogical-specific classes with 165,960 unique enrollments
• 70 leadership-specific classes with 1,628 unique enrollments
• 462 non-instructional specific classes with 161,800 unique enrollments
• 175 District schools had PD teams trained and supported by the District
• 47 charter schools had PD teams trained and supported by the District
Each year the District is tasked with tracking District-wide compliance courses for all staff as required by District and
Florida mandates. During the FY23 school year, eLearning Management was responsible for completing mass enrollments
of all staff and tracking the completion of these compliance courses. The eLearning instructional specialist and PeopleSoft
specialists worked closely to develop queries used across the District to monitor enrollment and completion.
During FY23, the District was mandated to train 80% of identified staff in Youth Mental Health First Aid (YMHFA). The
eLearning instructional specialist supported all school sites and monitored the actions required to meet the mandate.
The following tasks were completed to ensure YMHFA success:
• Built 859 unique courses for initial YMHFA training
• Built monthly YMHFA refresher courses and worked with PeopleSoft to ensure consistent tracking of information
• Worked with PeopleSoft to develop and modify reports to track compliance at the school and District levels
• Daily grading of coursework with daily check-ins for the additional grading staff
• Daily overrides of certification completion for those provided certificates after course closure (1,092 total)
Professional Development Certification Program
The District’s Professional Development Certification Program (PDCP), or Alternative Certification Program, is a rigorous
two-year program for new teachers who hold a temporary teaching certificate and have not graduated from a college of
education program. The District-developed program consists of ten core competencies centered around the Palm Beach
Model of Instruction.
