Chapter 6 – The Department of
Professional Development
Executive Overview
The Department of Professional Development is committed to working in unison with all
departments and schools to provide, promote, and monitor high-quality professional learning
opportunities that support improved job performance for all employees. All professional
training/coaching provided to school leaders and instructional staff will correlate to the Marzano
Instructional Framework (a.k.a. Palm Beach Model of Instruction) and/or Marzano School
Leaders Framework in order to increase student achievement. In addition, this department will
assist with all required reports at the school, district, state, and federal levels.
Throughout our school district, training for both instructional and non-instructional employees is
offered by many departments using many different models: in-person, virtual or online, blended,
video-on-demand, and video conferencing. Training opportunities for all employees are housed
in one central online system. Currently, the district uses Peoplesoft’s eLearning Management
(eLM) system to track professional development data for all of its employees. More specifically,
employees utilize eLM to enroll in professional development opportunities, access course
content, submit evidence of the completion of their training, and provide feedback information
for the purpose of program evaluation. The eLM system is designed to ensure that our district’s
PD System and Professional Learning Catalog remain in compliance with the Florida
Department of Education’s requirements for professional development standards and
recertification requirements.
Centralized Training Management
To increase efficiencies in the training process, a centralized training management system that
will provide an integrated environment for business processes (including, but not limited to the
management of in-service records in a manner that fulfills state protocol requirements), content
development, and training delivery is essential. Centralizing these functions will not only
improve the tracking and recording of training data but also will be easier for stakeholders to
seek out the training they need and register for it. Training management will also require the
development of a training catalog of all courses targeted for certification updates, course
descriptions, targeted audience, dates, locations, and applicable professional development
points.
Professional Development Strategies for Teachers, School-Based Personnel
and District Stakeholders
Our professional development strategy for teachers, school-based personnel and District
stakeholders include the utilization of successful schools and programs as “best practice"
models.
● Provide adequate training on District standard technology tools.
● Provide adequate on-site support for technology integration to all our schools and
departments.
● To align the School Improvement Plan with the School District Strategic Plan.
