● Develop partnerships for professional development opportunities which will enable us to
produce productive citizens in the workforce.
● Ensure the District provides every opportunity for teachers and school-based, and
District stakeholders to improve their technical proficiency and ability to integrate the
technology into the curriculum.
● Offer every employee the opportunity to participate in diverse personalized learning
experiences. Employees choose from multiple platforms that offer competency-based
credentials with multiple means of demonstrating mastery.
● Participate in professional development opportunities in order to assist our employees
and stakeholders in obtaining the knowledge and skills necessary to incorporate
technology into the classroom/workplace. The incorporation of this technology will assist
us in serving our students and preparing them for entrance into the global workforce.
● Expand online professional learning opportunities to parents through the use of various
formats.
● Technology will enhance professional learning environments by providing interactive
tools for collaboration and feedback between participants and instructors.
Evaluation System
Instructional Personnel Evaluations
Instructional personnel evaluations are divided into three components: instructional practice,
deliberate practice, and student learning growth. The instructional practice portion is gathered
through classroom observations and evidence is recorded by school-based and district-based
administrators. This data is entered and housed in a third-party portal run by the Marzano
Evaluation Center. This portal allows the employee to access real-time data on their
observations, feedback, and scoring. There is also a resource library that gives access to
videos and activities to improve practice. The administrators can track their entire staff's
observations and scoring by pulling reports and analyzing results. Deliberate practice is
structured through a professional growth plan also housed in this portal from the Marzano
Evaluation Center and allows the employee to choose a specific area for improvement and to
track their progress throughout the year.
The last component of the instructional personnel evaluation is calculated through scoring
models generated by the Florida Department of Education (FLDOE) and our District
departments of Assessment and Research and Evaluation. The FLDOE calculates student
growth using the Value Added Model (VAM) which is a complicated algorithm that measures
actual student learning growth compared to the projected learning growth through the analysis
of prior achievement and factors that impact learning. These scores are ranked against
teachers and schools throughout the state. These models were used for teachers who had
students who took state assessments in English Language Arts, Math, and Algebra. The
department of Research and Evaluation also designed specific local student learning growth
models and combinations of those models for those teachers who do not teach state-tested
subjects. These teacher cohort models include prior student achievement as a factor.
Research and Evaluation also produced individualized report letters detailing the scoring and
student rosters.
The student learning growth data, the instructional practice score, and the deliberate practice
scores were input into our human capital management system, PeopleSoft. A customized page
houses the data and calculates the employee’s final evaluation in consideration of human
