Streamline Supplemental Bid Management to Create Consistent Language Throughout All Bids and to Track Historical Data Pertaining to Item Usage - 2 of 5 years

The School Food Service (SFS) Department provides appealing and nutritionally balanced meals to the students of Palm Beach County following all guidelines set forth in the Healthy Hunger-Free Kids Act of 2010 (Public Law 111-296) and the Final Rule: Nutrition Standards in the National School Lunch and School Breakfast Programs. It is the SFS Department’s responsibility to carefully formulate and develop detailed food specifications and requirements for all items contributing to the creation of students' school meals.

The bid process is a key element in developing school menus. Along with the United States Department of Agriculture (USDA) Commodity Program and the mainline food bid, the following supplemental bids support the program:

• Milk and Dairy Products
• Bread
• 100% Fruit Juice
• Produce
• Frozen Specialties

Throughout the school year, communication with the supplemental bid awarded vendors took place regarding product specifications, accountability procedures, bid renewals, and electronic ordering and invoicing systems. In addition, on March 5, 2014, staff visited the Borden’s Winter Haven plant to observe their manufacturing processes and view their facility.
